The data available is packaged in a zipped File GeoDataBase (FGDB) which has been compressed using ArcCatalog.

Geodatabases store geometry, a spatial reference system, attributes, and behavioral rules for data. Various types of geographic datasets can be collected within a geodatabase, including feature classes, attribute tables, raster datasets, network datasets, topologies, and many others. Geodatabases can be stored in IBM DB2, IBM Informix, Oracle, Microsoft Access, Microsoft SQL Server, and PostgreSQL relational database management systems, or in a system of files, such as a file geodatabase.
An example of an MGRS coordinate, or grid reference, would be 4QFJ12345678, which consists of three parts:
4Q (grid zone designator, GZD),
FJ (the 100,000-meter square identifier), and
12345678 (numerical location; easting is 1234 and northing is 5678,
in this case specifying a location with 10m resolution).
